I believe you this group has the potential to be a very powerful organization with its own team of capable human rights lawyers, professional lobbyist, team of paid mercenaries etc if you can get an international team of high integrity professional with impeccable track records and a international accounting group to manage funds so that potential contributors will be assured that contributions are honestly managed. With virtual meeting rooms, such a committee can be watched by contributors and
the world press. Such an organization can have a certain degree of success to prevent future atrocities committed against the Chinese overseas. I am thinking of such a room like those currently assessed by gamers where questions and answers can be shown on the screen with pictures of committee members.
There are many millions of overseas Chinese and if they all contribute to a membership of say usd 10 per person :)
